Tourist rentals in Santiago de Compostela: what you need to know
Demand: the Camino, the Holy Year and the university
The Camino de Santiago closed 2024 with 499,239 compostelas, a record, and the figure kept growing in 2025. Most pilgrims spend one or two nights in the city when they finish, and they arrive from March to October with peaks in summer, around 25 July (Festas do Apóstolo) and at Easter. 25 July 2027 falls on a Sunday, so 2027 will be a Compostela Holy Year, with an expected increase in visitors throughout the year. Outside the Camino there are conferences, visits from the families of students at the Universidade de Santiago, and weekend tourism.
What the Concello requires: its own planning permit
In Santiago, registration with the Xunta is not enough. The Concello (town council) treats tourist rental as a tertiary use and requires a municipal authorisation of a planning nature, separate from and independent of the regional one. The Licenzas e Disciplina Urbanística service checks advertised flats, orders those without a permit to suspend the activity and opens disciplinary proceedings: in 2026 it has already carried out 85 inspections and imposed fines of 30,050.61 euros. Homes registered as VUT in the REAT have fallen from 811 in January 2024 to 608 in June 2026. In addition, in February 2026 the full council approved suspending for one year the licences to convert entire residential buildings into tourist accommodation, while it processes a change to its planning rules.
Tourist tax and regional rules
- Tourist tax: since 1 October 2025 Santiago has charged the municipal surcharge on the Galician tax on tourist stays, between 1 and 2.5 euros per person per night depending on the category of accommodation, with a maximum of five nights.
- Decreto 12/2017 (Galicia’s tourist rental decree): whole home, stays of under 30 days, a responsible declaration to Turismo de Galicia, registration in the REAT, a 24-hour phone line, complaint forms, heating and civil liability insurance.
- Owners’ association: since April 2025 you need the agreement of three fifths to start renting to tourists.
- National register: the NRUA was annulled by the Supreme Court in May 2026. In Santiago what matters is the REAT and the municipal permit.
Mid-term stays: the alternative in Santiago
If your flat cannot obtain the municipal permit, seasonal letting (one month or more) falls outside the VUT decree. In Santiago it has its own demand: visiting lecturers and researchers, healthcare staff, students on short stays and professionals posted to Galicia’s administrative capital.

And the municipal one: a planning authorisation from the Concello, which treats tourist rental as a tertiary use.
