Holiday rentals in Aragón: what you need to know
Three different calendars within the same region
In the Pyrenees of Huesca, demand is driven by the ski resorts (Formigal, Panticosa, Candanchú, Astún, Cerler) and, in summer, hiking and the valleys. In Zaragoza city, the Fiestas del Pilar in October, the Feria de Zaragoza trade fair and business travellers arriving by high-speed train all count. In the Comarca de Calatayud, the Moncayo, Daroca or Teruel, business comes mostly at weekends, on long weekends and around a few key festivals. That is why it makes no sense to apply the same rate or the same minimum stays across the whole of Aragón: we adjust them by area.
Heritage that draws visitors all year round
The Mudéjar Architecture of Aragón has been a UNESCO World Heritage Site since 1986 (Teruel) and was extended in 2001 with monuments in Calatayud, Cervera de la Cañada, Tobed and Zaragoza (the Aljafería, San Pablo and La Seo). This is cultural tourism that does not depend on the weather and fills weekends out of season.
The rules: Decreto 1/2023 and the owners’ association
Tourist-use homes (VUT) are governed by Decreto 1/2023 of 11 January, issued by the Government of Aragón. The points that affect owners most:
- You file a declaración responsable (a sworn declaration) and the property is entered in the Aragón Tourism Register.
- The town council issues a mandatory, binding report on whether tourist use fits its urban planning. If it does not, the property cannot open.
- The whole home is let, never by the room, and capacity depends on the floor area of each bedroom.
- You need a suitability certificate signed by a technician, a VUT plate showing the registration number, and complaint forms.
Since 3 April 2025, following the reform of the Ley de Propiedad Horizontal (Spain’s horizontal property law), if the property is in a building with an owners’ association you need the express agreement of the neighbours (three fifths of owners and ownership shares). The Government of Aragón already requires the minutes or a certificate of that agreement to be attached.
What happened to the national single register
In its ruling 620/2026 of 19 May (published in the BOE on 8 June 2026), the Supreme Court annulled the procedure for the single register of short-term rentals because the State lacked the competence. You no longer need that national number to advertise, but the Aragón Tourism Register number is still mandatory in every listing, and traveller registration in SES.Hospedajes (Spain’s guest registration system) has not changed.

Frequently asked questions about holiday rental management in Aragón
No. Decreto 1/2023 requires the whole home to be let to a single group, so room-by-room tourist rental is not allowed under the VUT category. If you want to rent out rooms, it would have to be done under another arrangement (for example, a seasonal let with a contract) or another type of accommodation would need to be considered. We explain which option suits your property before anything is advertised, because marketing rooms as a VUT can end in disciplinary proceedings.
A decisive one. After your declaración responsable, the Government of Aragón asks the town council for a mandatory, binding report, within ten days, on whether the property is residential, complies with municipal building rules and whether tourist use is compatible with the local plan. If the report is unfavourable, the authority can ban tourist use without compensation. That is why, before filing, we review what your municipality’s general plan says.
It depends on the size of each bedroom: one place if it exceeds 6 m², two if it exceeds 10 m² and three if it exceeds 14 m². A studio admits at most two places, and the sofa bed counts towards the total capacity, which can never exceed the maximum. Fixed beds cannot be placed in the living room either. We measure the property before advertising it so that we do not offer places that are not on the register.
If you are starting now and the flat is in a building under horizontal property, yes. Since 3 April 2025 the Ley de Propiedad Horizontal requires express approval from the association, with the vote of three fifths of owners and ownership shares, and the Government of Aragón asks for the minutes or a certificate of the agreement with the paperwork. If you were already registered before that date, you can carry on under your existing conditions.
