Who looks for accommodation in Utebo
Utebo has around 19,000 inhabitants and five industrial estates, including La Casaza and the Utebo estate, the largest by area. It is linked to Zaragoza by road, train and bus. That combination attracts mainly professionals: fitters, maintenance technicians, construction staff and consultants who work for weeks in the area and prefer a home with a kitchen to a hotel. In the metropolitan area there are also large data-centre construction projects that bring hundreds of workers during the build.
For this guest, details matter that tourists overlook: single beds if a crew is coming, a desk to work at with a laptop, a washing machine and parking nearby for the van. A property set up for them gets repeat customers, because the companies working in the area need accommodation again with each new project.
Passing tourism and weekends
The tourism profile is more modest than in the capital, but it exists: families who come for the Pilar festival in October and cannot find a good price in the centre, travellers on the road to Navarre or the Basque Country, and visitors to the Torre de los Espejos, the Mudéjar tower of the church of Santa María, completed in 1544 and famous for its thousands of tiles. Utebo also holds a Feria Mudéjar every May. These are not peaks comparable to those of the capital, so your price has to be well calibrated against Zaragoza.
VUT or seasonal rental
For short tourist stays you need the vivienda de uso turístico (VUT) status under Decreto 1/2023: a declaración responsable (responsible declaration), registration in the Aragón Tourism Register and a binding report from Utebo Town Council on urban planning compatibility. If the property is in a building with a homeowners’ community, since April 2025 you also need the express agreement of the neighbours. We are not aware of specific municipal restrictions in Utebo beyond that report, but we check for your address.
If your main guest is a professional who stays one or two months, the seasonal contract (Ley de Arrendamientos Urbanos, the Urban Leases Act) is usually simpler and more stable. Many properties work well combining both: seasonal lets during the week and by the month, tourist lets for dates such as the Pilar.
What changes after the Supreme Court ruling
In May 2026 the Supreme Court annulled the single national register of short-term rentals. You no longer have to request that number, but you must keep the regional registration if you rent as a VUT and report guests in SES.Hospedajes.

They look for properties with a kitchen, washing machine, good wifi and parking, and value being able to enter at any hour. For this guest we usually propose seasonal contracts by the week or month, with a monthly price comparable to what the company would pay for a hotel.
Registration is carried out by the Government of Aragón after your declaración responsable, but Utebo Town Council has the last word on planning: it issues a mandatory, binding report on whether tourist use is compatible with its planning and whether the property complies with municipal building rules. If that report is unfavourable, it cannot be opened. We review your case before filing anything so you do not waste time.
It can be. During the Fiestas del Pilar, in October, accommodation in central Zaragoza becomes much more expensive and part of the demand looks in nearby municipalities with good connections, such as Utebo. If your property is registered as a VUT, we raise the price on those dates and set a suitable minimum stay. If you work with seasonal contracts, we try to leave that window free when the calendar allows.
The best known is the Torre de los Espejos, the Mudéjar tower of the church of Santa María, completed in 1544 and covered in tiles that reflect the light. Utebo also organises a Feria Mudéjar in May. It is not a mass-tourism destination, so we use it in the listing as an added value alongside what carries most weight: proximity to Zaragoza and the calm compared with the centre.
If your property is in a building under horizontal property regime and you want to start as a VUT, yes: since 3 April 2025 the express agreement of the community is required, with three fifths of owners and shares, and Aragón asks for the minutes in the documentation. For detached houses without a community it does not apply. For seasonal contracts this agreement is not necessary, although it is worth checking the community’s statutes.
